Citizens Climate Lobby (CCL) is a non-profit, non-partisan, advocacy organization focused on national
policies to address climate change. CCL works to manage energy and climate risk through market-
based friendly alternatives to climate regulations.
CCL’s signature policy of a Carbon Fee and Dividend will provide the benefits of reduced emissions
while helping the U.S. become more competitive, create cutting-edge jobs and lead new industries for
the 21st Century. Based on this policy and submitted in the current Congress, many claim that the
Energy Innovation and Carbon Dividend Act (H.R. 763) may be the strongest and most comprehensive
climate bill ever submitted to Congress. A market-friendly alternative to EPA’s climate regulations.
The policy is rapidly growing in support and is viewed as simple, comprehensive, and is:
•Endorsedby 27 Nobel economics laureates, all 4 living former chairs of the Federal Reserve, 15 former
Chairmen of the President’s Council of Economic Advisers and 2 former Treasury secretaries
Effective – reduces America’s emissions by 40% within 12 years
BipartisanRepublicans and Democrats are both on board, working together
